چکیده مقاله:
From the beginning of life to the time of puberty, man develops several stages of development that has the desired biological and psychological characteristics and the successful entry into his social life, along with the values, norms and accepted patterns of social behavior that involves the children and the youth. The issue of maturity is one of the most important issues for punishing child offenders. The maturity is the end of childhood and the beginning of a new phase in human life. Therefore, the criterion of the title of the age limit was determined for the development of criminality. In practice, instead of providing legal maturity, the penal authorities assumed the definition of religious maturity as a predicate of the meanings contained in civil rights in accordance with sexual maturity, and on this basis, 9-year-old girls and 15-year-old boys is considered to be a criminal offense for seniors as adults, while in most countries in the world, children generally have no criminal responsibility until the age of 18, in the event of a crime, they are responsible for educational and other measures, focusing on social rejection.
