چکیده

Information and communication technology is changing the way in which cities organize policymaking and urban growth. Taking into consideration the increasing advancements of technology and increase the need for people to them little by little living in a more developed and and technology based city, in the other word smart city is becoming a need. Smart Cities base their strategy on the use of information and communication technologies in several fields such as economy, environment, mobility and governance to transform the city infrastructure and services. One way to conceptualize a smart city is an icon of a sustainable and livable city [1]. However, there are still divergent opinions with respect to the understanding of the concept among practitioners and academia. Technology has always played an important role in forward looking visions about the future cities. Inspired by this, the purpose of this paper was to make a clear definition of a smart city, proposes a framework to understand the concept of them and to identify the forces shaping the smart city conception, it also draws on the city of Barcelona and intends to analyse its transformation from a traditional agglomeration to a twenty-first century metropolis. The case of Barcelona is of special interest due to its apparent desire, reflected by its current policies regarding urban planning, to be considered as a leading metropolis in Europe and to begin replacing the currently abstract image of what it means to be one and we further explore the main components of the Smart City and the possibility of starting to develop smart cities and in Iran country. also reveals certain benefits and challenges related to this initiative and its future directions.
