Geo-location of targets is a vital issue in the electronic warfare systems. In this paper we propose a novel method for locating multiple targets using angle of arrival (AOA) and time of arrival (TOA) measurements. By constructing a probability density matrix (PDM) over an area of interest we have introduced new algorithms for data fusion and peak detection. The proper analysis of the data provides us the true number of targets and a good estimation of their locations. Our simulations show a great improvement, 99% on detecting number of targets, and a very low RMS error on localization.
