چکیده مقاله:

In order to overcome the uncertain, complex and dynamic situations the only solution for managers are having a powerful and effective human sources regarded as the vital assets of the organization and provide a great deal of interest for all institutions and organizations. This study investigated the relationship among organizational learning, empowering employees, measuring employees’ empowerment sentiment, and determining the position of the university in terms of organizational learning. Therefore, two standard questionnaires of learning and empowerment were used. The conducted research was applied and survey research in terms of goals. For large proportions, Cochran formula was used to determine the number of samples. In this study, the statistical population involved 021 of the Customs staff with diploma and higher degrees and finally 74 samples were chosen among them based on the calculation through the formula. The number of samples of units was determined and selected randomly based on the number of employees in different units. There was a significant and meaningful relationship between the impact of learning on empowerment and strong effect of learning on empowerment and also it was confirmed that there are five aspects of empowerment including competency, independence, effectiveness, meaningful and trust in employees in the university.
