Natural hazards may differ among cities, but the capacity to plan, mitigate, respond and recover from disasters is a common issue, which gets more difficult by the uncertain nature of disasters. This uncertainty increases vulnerability of cities, infrastructures, buildings, and inhabitants and therefore must be considered in any risk analysis.Disaster Management Cycle (DMC) with its four phases of rescue, recovery, mitigation and prevention provides ongoing theoretical and applied methods of managing and coping with all types of disaster. Amongst the different phases, mitigation stands out as multi-disciplinary phase implying sustainable development. Although mitigation strategies are needed and related to all types of disaster and damage states, earthquake is the main concern in this study. Decisions to mitigate the seismic risk require a consistent approach for assessing the effects of future earthquakes in civil engineering structures and buildings, in face of the available economic resources and the state-of-art of sustainable seismic retrofitting techniques.Cost-Effectiveness Analysis applied to seismic risk analysis is a systematic procedure for evaluating decisions related to strategic risk management, taking into account the different factors affecting seismic risk such as hazard, vulnerability, exposure and generalized costs of strengthening policies implementation.The authors tried to find out the applicable Mitigation Framework respecting Cost-Effectiveness Analysis for the existing building stock in seismic prone urban areas. The proposed mitigation framework will help the private and public stakeholders to consider the mitigation phase as a multi criteria decision making process not only to have it in sight, but also practical enough to use it as a guide.This paper presents insights into seismic risk reduction strategies using a simple framework. In fact, this study is an initial part of the bigger project, which will lead to sustainable seismic risk and the mitigation strategies with regards to a cost effectiveness analysis.
