چکیده

from system scalability point of view, one of the approaches which is extremely attended recently is use of cloud computing for integrating organizations and reducing their overall cost. Use of cloud computing can be beneficial for wide range of organizations, since in small businesses financial limitation is critical obstacle for having all platforms and integrating them together and in addition, big businesses are able to integrate their internal and external processes with less expenditure. In this article, first organizations have been categorized according to their strategies and processes and new notion which is called homogenous and heterogeneous organization has been introduced. Then, with use of mentioned notion, classified existent process in both type of organizations (homogenous and heterogeneous) and proper candidates for establishment in cloud environment are picked up. As a result of this classification any organization is created virtually by Schematic description and stayed on cloud computing across value chain. At the end of the study we demonstrated that with this simple mechanism, classification and connection between clouds, enriched informative dashboard could be set up which is called ‘government as a service’.
