چکیده مقاله:

Due to Intensification of growth of cities and population and capital density in them,earthquake danger in Iran is being more important. Identifying the vulnerability of urban elements by using of existing models and techniques, is the first step in defining to reduce the vulnerability of cities. In addition, explain the model and algorithm that analysis and assessment the vulnerability of earthquakes in cities, has many benefits. This, cause predictedhuman losses to measure, reduce and management of vulnerability which has great significance for emergency response and crisis management planning. The main purpose of this study, is defining a framework of techniques used in assessing the vulnerability of cities tothe earthquakes. First, advantages, disadvantages, purposes, features and application of eachmodelis studied, then, according to library study, to compare methods, general measureswereconsidered. Finally, the mentioned methods were studies based on the earthquake vulnerability criteria. The results indicates that HAZUS, is the most applicable standardized methodology that contains models for estimating potential losses from earthquakes, floods andhurricanes to estimate physical, economic and social impacts of disasters. Compare to other models, HAZUS can graphically illustrates the limits of identified high-risk locations due to earthquake, hurricane and floods. It can be the best methodology to a crucial function in the pre-disaster planning process.
