چکیده مقاله:

Sendai Operational Framework which has been adopted at the Third United Nations World Conference on Disaster Risk Reduction in March 2015, is the supplementary sequence of HYOGO framework which mainly talks about Resilience issues on local, national and regional scales in the field of natural disasters.Whereas the related issues to Resilience must be considered continuously and this topic has close relation to subjects such as Risk and Crisis Management, Sustainable Development and its linked indexes, for more successful and operational planning in mentioned fields, each region must design its action plan with respect to its population, location, economic and cultural conditions and other requirements and design its functional plans according to Sendai four risk-based priorities including:” Understanding disaster risk, Strengthening disaster risk governance to manage disaster risk, Investing in disaster risk reduction for resilience , and Enhancing disaster preparedness for effective response and to Build Back Better” in recovery, rehabilitation and reconstruction.This paper implies about researches and evaluation conducted on various types of problems and strategies which had been used about them in governmental and private sectors for 8 years and had affected in Crisis logistics and management procedures directly or indirectly.So, real obstacles in the micro and macro levels against the principles and objectives of the Sendai operational framework are studied as well as practical solutions to address them effectively to implement the principles listed according to four main priorities in this framework.As conclusion, optimized suggestions are mentioned here in order to move forwards with effective and continuous planning for Risk Management, Disaster Risk Reduction and local and regional Resilience.
