Based on the efficiency and expertise of human capital, it is considered as one of the most important parts in organizations that influences organizational growth. This is why that the present study was aimed to recognize the effective factors human capital motives on criteria of Hiocametric Model and develop a model in this area. In this regard, there is a main hypothesis (which examining the effect of human capital motives on criteria of Hiocametric Model) and fifty secondary hypotheses (which examining the effect of strategic activities, employees’ participation, access to knowledge, empowerment, and learning capacity on capability, attachment, and opportunity). The present study is a practical research from purpose view and is a descriptive-survey one from research methodology view. The statistical population of this study includes 140 managers, assistants (educational, research, cultural, and administrative-financial assistants), and five professors of every branch of Islamic Azad University in the 4th area. Due to the limited size of population, the entire population was considered as the sample and no sampling was done. Data collection tool is a researcher-made questionnaire containing 55 items, the validity of which was confirmed through advising- and consulting professors and the experts comments and its reliability by Cronbach’s alpha (α=92%). The items include personal data, as well as main, specialized questions items on the research hypotheses. 128 out of 140 questionnaires were returned (return rate=91%). The collected data were analyzed using SPSS and AMOS software programs through statistical tests at descriptive (frequency, percentage, accumulated percentage, average and standard deviation) and inferential (t-test, regression modeling, variance analysis, non- parametric Kolmogorov and Smirnov test, and Freedman non-parametric test) levels. Considering the outputs of the DF and GFI structural models, the models have good fit .The findings of this study revealed that all hypotheses were supported except ninth one (effect of trade strategy of concentration on organizational survive).The findings revealed that all hypotheses are supported except first three ones (including the effect of strategic activities on capability, attachment, and opportunity). The findings also showed that 10th secondary hypothesis (empowerment of employees on capability) had the most effect (coefficient of path 0.893) and the third secondary hypothesis (strategic activities on opportunity) has the least effect (coefficient of path -0.039).
