Power system planning is an exercise invofving many disciplines. Since refiable data or empiricaf relationships are not afways available, the perceptions and opinions of experts become valuable. In this paper, the requirements for an expert system for system planning (ESP) are developed based on a comprehensive analysis of the steps involved in the system planning process. Particular emphasis is placed on transient stability assessment. The functional, hardware, software and MMI requirements are discussed along with a vision of the ESP user interface.
