Tehran City Smartization Model; Analysis and Comparison of Sustainable Smartification Level in ۲۲ Districts of Tehran Municipality

چکیده

Smart cities have appeared as a powerful solution to sustainability challenges associated with rapid urban growth in recent decades. The focus of smart city research has been on technology, significantly on solutions that leverage information and communication technology to enhance urban performance. However, the focus has now shifted towards sustainability for urban resource efficiency, and it is expected that the prosperity of smart and sustainable cities will help reduce climate change developments and adapt to them. This article investigates and evaluates the sustainable smartization of urban areas in Tehran intending to identify strengths and weaknesses in infrastructure, resources, and urban services, focusing on improving the quality of life and improving the efficiency of urban services. To create a fusion between the two concepts of smart city and sustainable city, evaluation criteria have been defined in line with the theoretical framework in four environmental, economic, social, and technological dimensions. Using questionnaires with the Likert rating method, several urban experts in Tehran have been examined, and after weighting by the Delphi method, appropriate indicators have been selected. Finally, using ArcGIS software, a weighted overlay analysis has been accomplished to evaluate the ۲۲ districts. The findings show that district ۶, as the administrative heart of the city, has the highest level of sustainable smartization. Also, district ۱۵ is in a more vulnerable condition compared to other districts. This article emphasizes that access to electronic services, infrastructures, information and communication technology networks and easy transportation, including the metro are of utmost importance in urban smartization.
