Designing a Native Pattern of Public Supervision in Iran with a Focus on Technological Practices

Public supervision is essential for fostering accountability, transparency, and efficiency in governance. In Iran, the socio-political landscape, combined with rapid technological advancements, creates a unique opportunity to design a tailored framework for public supervision. This study aims to propose a native model that incorporates Iran’s cultural, social, and technological characteristics, focusing on leveraging digital platforms to enhance citizen engagement. The research adopts a qualitative methodology, including a comprehensive literature review, expert interviews with policymakers, technologists, and sociologists, and case analyses of both successful and challenging governance initiatives within and outside Iran. The proposed framework highlights the integration of technological tools such as mobile applications, online portals, and social media platforms to facilitate real-time communication and feedback between citizens and government institutions. Key elements of the model include expanding technological infrastructure, developing policies to institutionalize public supervision through digital means, and creating culturally adapted tools that align with Iranian values. The study also emphasizes the importance of improving digital literacy among citizens and government officials to ensure equitable participation and effective use of the proposed systems. Findings reveal significant opportunities for enhancing public supervision through technology, such as increased transparency, reduced corruption, and greater inclusivity in decision-making. However, several challenges must be addressed for successful implementation.These include overcoming the digital divide between urban and rural areas, ensuring robust data privacy and security measures, and addressing resistance from institutions hesitant to adopt technological changes. The study proposes a phased implementation strategy, beginning with pilot programs in specific regions to evaluate the framework’s effectiveness and scalability. This research contributes to the growing field of e-governance by presenting a context-specific approach that balances technological innovation with cultural and societal needs. It underscores the potential of technology to revolutionize public supervision in Iran while highlighting the critical need for adaptive strategies to address implementation challenges. The findings offer valuable insights for policymakers and practitioners aiming to modernize governance systems in Iran and similar socio-political contexts.
