An Investigation of Teachers’, Parents’ and Learners’ Attitudes with Respect to the English Teachers Recruited through the Article ۲۸ of Farhangian and Shahid Rajaee University, Hourly-paid and Isargaran Regulations

چکیده

Teachers have a special role in the success of the citizens of any country. Accordingly, teacher education is considered as one of the most important and sensitive policy issues of any country. A brief review of the history of teacher education systems, teacher education universities and teacher recruitment procedures show so much of variation in different countries. Iran is no exception in this regard.Recently, however, the majority of the teachers and would be teachers are educated and recruited through the ۲ paths of the Article ۲۸ of Farhangian and Shahid Rajaee University. There are also some frequent legislations by the parliament to recruit via hourlypaid and Isargaran regulations. To examine the effectiveness of different procedures to educate and recruit English teachers, this study is an attempt to investigate the attitudes of teachers, parents, and students with respect to the English teachers recruited through the above ۴ routes.To do this research, a sample of ۹۶۱ students, ۱۰۰ teachers and ۶۱۱ parents participated and each group was given an adopted, localized and validated questionnaire of ۱۶, ۱۴, and ۲۳ items, respectively. Data analysis was performed by using an exploratory factor analysis and Kruskal-Wallis test.The result of the sign test showed that for teacher questionnaire in all items, all the teachers irrespective of their employment types rated themselves significantly higher than the theoretical median. As to the main research question, the application of Kruskal-Wallis ended up with a significant difference in at least one group. The sign test for the parents, like that of the teachers, also showed that, the observed median is much higher than the theoretical (۳) Irrespective of employment types. Kruskal-Wallis test, however, showed that, there are not any significant differences at the ۲ construct levels of ۱) "Behavior and students-teacher relations" and ۲) "Classroom management” and teaching methods in the ۴ groups.As to the students, the results of sign test was the same, meaning that in all the ۱۶ items but one, the observed median exceeded the theoretical (۳). Kruskal-Wallis showed no significant differences among the ۴ groups for “Students’ interest in learning" and "Teachers’ method". However, for the "Efficacy of teachers' performance" the ۴-year employment type outperformed the other ۳ groups.The result and the pedagogical implications are discussed from different aspects. It will also be discussed in terms of expenditure and the relative efficacy of each recruitment procedures in terms of the cost-effectiveness in relation to the variables of this study.
