The purpose of this study is to design an organizational innovation model with an emphasis on lean human resources management in selected municipalities of Mazandaran province. Regarding the purpose, this is an applied-developmental study and from a methodology point of view, this is a mixed-methods (qualitative and quantitative) study. The strategy used in the qualitative section is grounded theory and classifying collected data through interviewing the experts who participated in this research. The population was experts familiar with the topic including faculties in the field of organizational innovation and human resources as well as chief officers of selected municipalities of Mazandaran province. The population of the quantitative section of the study to examine current condition of selected municipalities in terms of components of the model include all experts and interior managers of selected municipalities. After collecting data via quantitative questionnaires, a t-test was applied to screen collected data.The results showed that the organizational innovation model with an emphasis on lean human resources management approach has ۱۵۶ indicators and ۸ subcategories along with the lean innovation capabilities category .In the following, all the dimensions, components and indicators of the three main dimensions are described; The enablers of lean innovation, the facilitators of lean innovation and the capabilities of lean innovation were summarized and purified. In this research, the inefficiency of systems and methods in municipalities (including the inefficiency of human resources, processes, policies and programs) as causal conditions, lack of sufficient financial resources in municipalities and citizens' expectations as background conditions, self-governance policy Municipalities (decreasing the role of the government in the policy-making and implementation processes in municipalities) as intervention conditions, organizational innovation with an emphasis on lean human resources management as a central phenomenon, enablers (lean human resource recruitment, supply and adjustment system, lean human resource improvement system, lean human resource maintenance system and lean human resource utilization system) and facilitators ( use of technology, organizational culture, organizational structure and policies and programs) as strategies and actions and capabilities of lean innovation (production of new ideas, promotion of new ideas and implementation of new ideas) were selected as outcomes. The main model of the research has a very suitable fit, and also, on the other hand, the results of the quantitative part showed that the variables of enablers, facilitators and lean innovation capabilities from the perspective of the research subjects were in the average range, i.e. the categories of recruitment, supply and adjustment system. Lean human resources, lean human resources improvement system, lean human resources maintenance system, lean human resources application system, use of technology, organizational culture, organizational structure and policies and programs along with the category of lean innovation capabilities are all in the average level. It has been evaluated in the current situation of the municipalities of Mazandaran province.
