The purpose of this research was to identify the most appropriate criteria for electronic education in order to use and teach in Abhar schools. In order to carry out the present research, the library method was used at the stage of identifying existing strategies and the main variables of the research, and the hierarchical analysis method was used at the stage of information evaluation and measurement. The statistical population of the current research included all the elementary school teachers of Abhar city, and the entire population was examined as a sample. Also, in the part of identifying the most appropriate educational model, which is a specialized matter, the presence of educational experts and university professors, which includes ten participants in this research, was used. In order to obtain data, two versions of the standard questionnaire were used. The first questionnaire was based on the relationship between the evaluation criteria of the teaching method, which was completed by primary school teachers, and the second questionnaire was used in the form of pair wise comparison matrices, which was completed using the experts participating in this research. Hierarchical analysis method was used to complete the pairwise comparison matrices of the existing criteria and solutions. Using interviews, the researcher completed these matrices based on the experts' opinions and the ADDIE evaluation method was also used as a base standard to identify the appropriate model. Also, AHP technique with pairwise comparison and weighting was used to rank the factors. The findings showed that there is a difference between educational content analysis criteria and e-learning model design, between educational content design criteria and e-learning model design, between educational content development criteria and e-learning model design, between educational content implementation criteria and e-learning model design and between There is a criterion for evaluating educational content and designing an electronic education model to improve relational learning.
