Today, social capitals are included in the development of a country along with all types of capital (including natural, human, and material capitals) as output and input of development. On the other hand, generally, social capitals are considered as the raw material of civil society, social capitals contribute greatly to the efficiency of government institutions. The expansion of urbanization along with the specific issues and problems of urban life has made it more necessary to pay comprehensive attention to beneficial strategies to optimize the lives of city dwellers. Meanwhile, the traditional methods of urban management are no longer responsive to the needs of citizens in the new era, and urban management should be modernized according to the needs, because new needs have been formed. In this article, it has been tried to show that by explaining the trust through obtaining the satisfaction of the citizens by providing the services of the urban management system to them and as a result strengthening and upgrading the social capital, the path of survival, development and stability of political governance up to Much will be achieved. In other words, one of the foundations of survival, stability and stability of political governance is social capital, and the basic pillar of social capital is trust and social participation in the light of social trust. Trust is achieved through the satisfaction of citizens, and satisfaction with services and performance of assigned tasks and the reform of urban management methods will ultimately create social satisfaction. Therefore, it can be inferred that the city governance is the most meeting place with the community and citizens. It can provide grounds for the political stability of governments in observing citizens' affairs through the correct performance of duties and appropriate services by the city administration, whose main component is the municipalities as the executive organization of urban governance.
