The ever-increasing expansion of cities and the increase in population and human use of resources and the surrounding environment have brought many consequences in social, economic and especially environmental fields. In order to reduce these consequences and monitor the human exploitation of the surrounding environment, various institutions were formed in the field of urban management. One of the important tasks of these institutions is to take a step in the direction of recognizing and investigating the consequences of the development and expansion of cities so that they can move forward in the direction of improving urban quality and future planning. One of the most important institutions that have major responsibilities for the preservation of the city is the municipality. According to Article ۵۵ of the Municipal Law, municipalities have several duties, some of which are related to the preservation of the urban environment. The urban environment is one of the most important issues that neglecting it causes the creation of very important problems in the city. Among these problems is pollution and destruction of the environment, which provides the basis for contracting various diseases, and as a result, mortality increases and life expectancy decreases. These pollutions sometimes leave such destructive effects that they affect the residents of the region for generations to come. With the growing seriousness of the problem of protecting the environment and the need to pay more attention to the dimensions of this problem from the point of view of urban management, it seems that municipalities will play a major role as the basic influential institutions in achieving the goals of protecting the urban environment. Therefore, recognizing the legal duties of municipalities in this field will play a major role. Therefore, knowing the legal duties of municipalities in this field will help to improve planning and improve the quality of services in the urban environment sector. This research is an applied-review method, and in it we have tried to express the seriousness of the issue of environmental protection and examine the things that urban management institutions, especially municipalities, must observe to prevent problems from occurring.
