Quantitative Fire Risk Assessment Method for Engineering to define Practical Protection Strategies in Hospital Settings during SARS-COV-۲ Pandemic

Background and Objective: Prevention of fire is a critical consideration in the safety design of hospital environment, particularly in terms of the combustibility of construction and facilities and the spread of fire. Outbreak of the pandemic in March ۲۰۲۰, incidents of oxygen-related hospital fires in various countries around the world have caused over ۲۰۰ deaths, the majority of whom were patients extremely ill with the novel Coronavirus. The objectives of this study were to propose preventive strategies based on the technical calculations of fire risk assessment in hospital buildings to limit the occurrence and magnitude of fires in medical and health care facilities.Materials and Methods: Fire safety assessment method (FRAME) tool was conducted in ۲۴ wards of educational hospitals affiliated to Semnan University of medical sciences in ۲۰۱۹. A systematic approach was applied to determine major contributors to fire hazards in hospital buildings, furnishing materials, facilities and equipment. Excel software was used to calculate the risk level and finally fire risk (R) was calculated separately for different units.Results: The highest levels of fire risk for buildings, people and activities were in the wards of women (۶.۷۳), men (۲۳.۱۱) and children (۱۰.۷۶), respectively. The lowest fire risk for buildings (۰.۳۱), people (۰.۸۳) and activities (۰.۱۳) in Hospital۱ was related to the pharmacy department. In addition, the risk of fire and the level of protection of people in all wards of Hospital ۲ were higher than acceptable. The main fire risks contributors were the accessibility of fire suppression equipment, alarm systems, staff working knowledge of using fire extinguishers and safety equipment and safe evacuation during a fire accident.Conclusion: According to the obtained risk score, fire risk is unacceptable for ۹۵% of activities, people and buildings. Occupational safety and health units should plan forevacuation plan and training drills in emergency situations. The results of the study can be used to plan effective interventions to prevent fire and increase the level of safety in the medical and health care system.
