Irrespective of whether or not he can compensate for the damage done to the victim.ConclusionTo fully compensate for the losses incurred, it is recommended that the legislative system formulate and approve comprehensive and complete laws and regulations so that the system of collective compensation of victims emerges and takes on an objective and practical effect.
