FRAGILITY, SPECIFIC RISK, AND SAFETY RELATED TO AGING EARTHFILL AND ROCKFILL DAMS

Throughout the world, there are thousands of dams constructed with earth fill,hydraulic fill, rock fill, and combinations of these methods. These range from small agricultural-related water storage reservoirs to larger, multipurpose dams. As exposure to harm from the failure of aging earth fill dam increases due to population density and other factors, managing the safety of the these dams becomes more complex. The concepts of fragility and specific risk are introduced and discussed in a practical manner for jurisdictions with responsibility for the safety of aging dams.This paper shows actual failures of aging dams and their effects. Distinctions betweenlarge, well-funded regulatory authorities, smaller entities, ad-hoc assemblages, and abandoned states of affairs are discussed and given counsel.
