The Energy Exchange was established in June ۲۰۱۱ with the approval of the “Supreme Council of the Exchange” and began its activities in early June ۲۰۱۲. Bystudying the rules of the mentioned stock exchange, there is a kind of interference in the authority’s competence and multiplicity of issuing the rules. Most of the Energy Exchange rules have been approved by the Board of Directors of the Exchange and some by the High Council of the Exchange.According to the principle of competence of the legislator and following the “Securities Market Law,” which is the law governing all stock exchanges in the country, the Supreme Council of the Stock Exchange has the authority to issue and approve detailed and technical instructions, including “Commodity and Securities Trading Instructions” Commodities in the energy exchange” in which are serious doubts.
