This article describes and analyzes the aspects of hydro-political relations of Iran’s international shared waterways with Afghanistan: Helmand/Hirmand and Iran and Iraq: Arvand River / Shatt al-Arab during the last two decades. The formation of the global security process is a function of numerous independent variables, one of which can be a strategic source such as water. Water can be a fundamental source of peace, security, cooperation, and conflict in governments’ relations and foreign policy. Water constraints in an area lead to a cycle of insecurities. Pervasive threats such as dust, drugs, AIDS, terrorism, pollution, widespread poverty, and environmental problems easily cross national borders, and their dire consequences travel around the world. In contrast to the range of insecurities mentioned above, the meta-narrative of human security represents a range of security types, such as economic, political, social, health, personal, and environmental security. Human security has nothing to do with weapons. In addition to paying attention to the materials needed for livelihood, human security is related to human life and dignity and enables meaningful social life participation. Promoting human security in international waterways in Iran brings security and stability for the people of Iran and Iran’s neighbors.
