Identification and Ranking of Effective Factors on Cost and Time Variations in ASALUYEH Oil and Gas Projects

The complicated nature of oil and gas projects demands the deployment of integrated project management methodologies to achieve the objectives and prevent variations, however, the availability of alternative methods, high rate of project failure, and limited available resources can make decision making a challenge for project managers. The objective of this study is to identify and rank the effective factors on cost and time variations in oil and gas projects in Asaluyeh. This has been done in two separate phases. The most related and appropriate factors were collected via meeting engaged project managers and in the second phase, a survey questionnaire was distributed among different experts and managers who were actively engaged in projects in Asaluyeh. The collected data was analyzed by three statistical methods which lead to three rankings. The results showed that among the identified factors, the most effective are almost the same including inappropriate contractor, wrong and unrealistic estimates of cost and time of the project, weak project management, lack of funds, contractor’s payment problem, unskillful and inexperienced contractor, weak organizational structure of employer or consultant, lack of large contractor companies, delay in employer’s decision making, and inappropriate bid of contractor in tenders.
