The term development has occupied economists, sociologists, etc. for more than half a century, and has led them to discuss a variety of issues, all of which focus on solving the problem of Third World (or so-called underdeveloped) countries and their development. have been."For half a century, the concept of the word" serious development "has undergone many changes. In the early decade; That is, in the 1960s, the concept of development was limited to economic growth. Therefore, in 1957, they defined growth or development as the increase in the per capita production of material goods."In the 1960s, the concept of change was added to growth, and development was seen as growth plus transformation aimed at improving people's quality of life.""The third decade was a humanistic approach to development, and it was defined as 'people's development,' and experts said that man should play a greater role in development. In this decade, in 1975, UNESCO stated that development should be integrated and inclusive, and a full-fledged, multifaceted process that encompasses all aspects of a society's life, its relations with the outside world, and its conscience and consciousness. "That development meant a 'adjustment process'."In the 1990s, a new spirit of development emerged that in the South required the destruction of parts escaped from the razor blade of the adjustment process in the 1980s to pave the way for the entry of remnants of northern countries and their obsolete and wasted goods." "Finally, in the present decade, for the survival of development, the issue of human development has been raised, which has been a level of position or a relative degree of practical access to relevant options in the communities in question compared to other communities."In all the conceptual developments of the word development, which was issued by the West to the Third World, two things were fixed: first, the comparison of underdeveloped countries (southern countries) or third world with developed countries (northern countries) and their criterion in defining the development pattern.
