Study on Strategic factors for Development of Urban Markets in Metropolises using SWOT Technique(case study: Mashhad)

Increasing population growth especially in developing countries has forcedmanagers of public section to adopt options to enhance citizens’ satisfaction.Supplying citizens’ daily demand in an appropriate way is a major issue in civilareas, an option for which is to create urban markets that offer the products in lowerprice as a result of eliminating the intermediates through production to supplyingchain. It is therefore necessary to determine accelerating and decelerating factorsas well as opportunities and set practical plans. SWOT analysis and quantitativematrix of strategic planning, evaluate and classify the proposed strategies. Usingdescriptive-analytical methods and applying strategic planning process, thisinvestigation aims at identifying the strengths and functions of urban markets topromote the functions and execute relevant approaches. Focus group method wasused for weighting the affecting factors. After performing data analysis, strategicthemes in six axes as improving management vision, enhancing human resourceservices and structure, improving financial and investment systems, improvingtechnical services and monitoring, promoting economical and business services,enhancing communication, information technology and investigations in twentytwo strategy were proposed.
