The model of transit-oriented development (TOD) with a focus on public transportationhas been provided based on the location and facilities of the urban environment supportedby a transport system. Saving time, reducing traffic, air pollution and fuel consumption arethe advantages of implementing TOD. According to the statistic of Tehran Air QualityControl Company, 20th district of Tehran municipality is one of the most polluted urbanareas of Tehran, which is part of the pollution caused by numerous factories and Tehranoil refinery and the other part relates to the geographical location of the region, from whichcitizens of the southwest and southeast of Tehran enter the area to access public transportthat will lead to the accumulation of pollutants due to the decayed urban fabric andunmodified routes. In this research, TOD standards are evaluated as an economic solutionfor connecting southwest and southeast of Tehran outside the dense area of Shahr-e Rey.Based on simulations, this method can minimize 30% of non- indigenous traffic at Rey byusing public transportation. It is also predicted that the return on equity will occur withinthe five- year period.
