چکیده مقاله:
Until now, introduce several models for human resource . It’s purpose should be to provide a framework for applying people management practices to achieve business outcomes. Therefore each models will be unique and dependent on the operating environment, business goals etc of the organization to which it applies. But Most of the represented models lack of a suited systematic structure with ambiguous components including input, output, outcome) Different models of human resources excellence normally do not present any proper classification of radial processes as well as sub-processes of human resources. While, the characteristics of the considered resources are mostly well investigated. and some of these models not practical , and not clear relation between their process (main process and subprocess),too. thus, at the present paper, has been introduced model , that Combined from a famous model and a known standard .in fact , has been Developed Philips Model by APQC Process Classification Framework . for improve proposal framework and priority of each Criteria , has been Used Delphi model, Multiple decision and PDCA approach and finally, has been implemented at the insurance company and has received HR Excellence Award
